On Tuesday, a Houston woman was arrested and charged with neglecting her children and her boyfriend. The house was left empty for months while her eight-year-old brother died.
Gloria Y. Williams (35), has been charged with injury of a child by omission and failure to give medical care. She also faces failure to provide adequate supervision according to Harris County Sheriff Ed Gonzalez.
ABC 13 TV reported that Brian W. Coulter (31) was charged with murder in relation to the child’s death.
The two were questioned by investigators and released after they had completed a welfare check on Sunday. It was during this time that they made the horrifying discovery.
Williams’ 15-year old son, who had been caring to his younger brothers with the help and assistance of a neighbor, brought them food and charged them their cell phones when the electricity was cut. Williams called 911 for help, prompting the welfare check.
DailyMail.com obtained court documents indicating that Williams was twice charged for failing to register her children in school.
KTRK was told by Alief Independent Schools District that in 2019/2020, the school district filed papers against the mother of the siblings because two of them weren’t attending school. The children were last registered in May 2020.
Both charges were later dropped due to the COVID-19 pandemic.
The death of the eight-year old boy was ruled a homicide in police custody

The arrests were made just two days after Williams’ children were discovered abandoned in an apartment in Houston by law enforcement officials. Investigators also discovered the rotting remains of Williams’ eight year-old son, who had been dead for over a year.

Williams and Coulter allegedly left their children alone for months while they lived in another home.

The image above shows the Texas Department of Family and Protective Services’ notice of removal of children. The notice states that state officials took custody on Sunday evening of the three children after a welfare check was conducted by police.
The Harris County Medical Examiner’s Office on Tuesday ruled that the unnamed child suffered multiple blunt force injuries, resulting in his death by homicide.
According to the victim’s 15 year-old brother, he had lived with his body for one year in his apartment with his two surviving siblings.
Shortly before the teen called 911 Sunday morning, he texted to his mother to let her know he could no longer take it.
The call led to disturbing revelations including that the children, aged 15, 10 & 7, had been left to their own devices for several months and were dependent on food donations from unsuspecting neighbor to survive. They also shared an apartment with the decomposing remains their sibling, despite the fact that their mother and boyfriend lived just 15 minutes away.
The Harris County Sheriff’s Office detectives questioned the couple and released them on Monday, pending the outcome to the criminal investigation.
Child welfare services in Texas have also launched an investigation into the horror find at the apartment complex on Houston’s west side.
Erica Chapman lives at CityParc II in West Oaks Apartments and said she was among those who fed the malnourished 15,-year-old. She didn’t know that he was living at home with his two younger brothers.
Chapman said that he saw Chapman the first time he saw him. He was lying on one of the slides.

Williams, the mother to the three children, lived 15 minutes away from the apartment complex, where her 9 year-old son was found murdered, with her boyfriend, Coulter.

Investigators also found the body of an eight-year old boy inside the apartment.

Law enforcement officials stated that the three children were fed by their neighbors.
Chapman said that she noticed that the teen’s mother was rarely home. She would occasionally come with noodles, snacks, and drinks. The teen would run downstairs to grab the food, then return to her apartment.
Chapman stated that she started offering food to the 15 year-old about six months back. But, she claimed that he refused cooked meals and would only accept packaged snacks.
Trevor Thompson, another neighbor, told the station that the boy was paranoid and feared being poisoned.
Thompson said that Thompson received a knock at his door from a teen asking to borrow a charging cable. Thompson said that the boy asked for a charger and that he made a connection with his neighbor. He also began to offer him food.
Thompson and Chapman both said they didn’t know there were two younger children living in the home with the 15-year old.
Thompson said that he once asked the teen if the pizza he had given was a favorite.
‘And, he asked him, “What is the first pizza you had?” “What was the first pizza you had?” Thompson recalled. Thompson explained, “That made it make me wonder why he would have said, “We.”

Erica Chapman stated that she was feeding the 15-year old boy because his mother did not always show up to give him snacks.
Chapman speculated the teen may have hidden the existence of his brothers out of fear of being punished by his mother or separated from his siblings.
The neighbors claimed that they didn’t call the authorities because they didn’t understand the gravity of the situation involving their neighbor, who was described as quieted and discrete.
Chapman stated, “I didn’t want him to push me away by asking questions because he was starving and required food.”
All three siblings survived were taken to hospital for treatment. They were malnourished and had suffered injuries, with the 7-year old suffering from broken bones.
According to investigators, the 15-year-old said that the parents hadn’t been living at home for months, effectively abandoning the children to be on their own.
When police arrived to the home on Sunday afternoon, they found the brother’s skeletal remains out in the open, KPRC-TV reported.
The two younger boys appeared to be malnourished and ‘showed signs of physical injury,’ according to law enforcement officials.
‘It appears they were basically fending for each other,’ Harris County Sheriff Ed Gonzalez told reporters.
‘The older sibling was doing the best he could to take care of the others.’

Trevor Thompson, who was not happy to be seen on camera, had also been helping a teen. He was paranoid and feared poisoning.
Authorities have not yet indicated whether they were searching for the biological father of the children.
“Connecting all the dots, It seems they were there while the body was decaying,” the sheriff stated.
HCSO is currently investigating to determine the circumstances surrounding the death of the minor, and how long the children were alone.
“To ensure the safety of children, the Department of Family and Protective Services seeks emergency custody of three boys,” the agency said in Monday’s statement.
“Child Protective Services has a history with the family, but there was not an active CPS investigation at that time when the children were found alone in their apartment.”

Local residents claimed that management had been conducting inspection rounds in the region for the past few weeks.
KTRK was informed by a neighbor who said she had no idea that anyone was living in the same unit as the siblings.
KTRK received a report from a neighbor who said she had complained for months about the foul odor emanating form the unit. The shocking discovery was made on the weekend.
She claimed that she first noticed an unpleasant odor emanating from an apartment she thought was abandoned 13 to 14 months back.
The woman stated that the smell was so bad that her air conditioner would not be able to keep the smell out of her apartment through the vents.
According to her neighbor, she had complained to the management of the building about the smell. However, it is not clear if anyone has gone to the unit that houses the siblings to inspect it.

The children were apparently abandoned by their parents for a long time and were now ‘fending for one another’.

The case is being investigated by both CPS and Child Abuse investigators, as well as Homicide investigators.
Police stated that the investigation is still in its preliminary stages.
“Very terrible situation here, very tragic.” Gonzalez spoke to the media on Sunday evening. He said that despite being in the business for a long period, he had never heard of such a situation.
He stated that they are working to identify the next of kin in order to determine what happened and how it got to this point. They will also conduct a thorough investigation.
