Andrew Harper’s widow said her husband feels he’s’smiling down at us with pride and love’ since she lobbied for stronger sentences in the attack on emergency services workers.

Lissie Harper was 31, who was “outraged” by the sentences given to three teens responsible for her husband’s death in a home invasion, just hours after his scheduled clock-off and honeymoon.

Harper’s Law was in effect on Tuesday. Mrs Harper stated that she would never get rid of the grief-filled hollowness, however, I am certain that Andrew would be proud to have achieved this feat in his honor.

‘Andrew believed strongly in fairness, peace, and justice – he was one of the best moral compasses I’ve ever seen. This is why, I believe, he’s smiling down upon me, with pride, love, and Harper’s Law, which is his legacy.

Pc Harper was 28 years old and died of his injuries after being caught in the strap that attached to the car’s back. He was then dragged along a country road by the three of them as they fled the scene from a theft of quadbikes in Sulhamstead (Berkshire) on the evening of August 15.

Henry Long (aged 19) was sentenced at 16 years. Albert Bowers, 18 years old, and Jessie Cole, 18, were given 13 year sentences for the death of a Thames Valley Police officer.

Long, who was the leader, confessed to manslaughter. Cole, Bowers and other passengers were also convicted.

Three of them were found not guilty by the jury.

The quest of Mrs Harper to amend the law was made ‘in the midstof grief and uncomprehensible loss’ and she received support from Dominic Raab, Justice Secretary and Home Secretary.

This law is not retroactive, so Pc Harper’s murderers cannot be sentenced extended.

Anyone who manslaughters an emergency worker in duty (police, firefighters, paramedics, etc.) will be subject to mandatory life sentences. 

Before a person is eligible to be released, judges determine how long he or she must serve a sentence of life.

Judges can, however, deviate from the above if there are “truly extraordinary circumstances”.

Mrs Harper stated that her husband had been robbed three years prior to his death and they were both taken from their futures.

That will never change. His killers won’t be able to change this law.

“But now a family won’t have to bear the pain of injustice in Court as I did that many months ago. That is an extremely powerful outcome.”

Elle added, “I know many people will feel vindication to actually be able to believe some legislation written by our history books.

“Throughout this journey, I’ve met so many remarkable people, both widows and widowers. I know the unique pain I feel. I also know that there are many other grieving families out there who still don’t have justice for their loved ones.

“It is my hope that it will benefit me as well as all others who have suffered these horrible atrocities. Although we might never be able to move on, we can still try.

According to Mrs Harper, she told PA this year that her desire is to “find happiness again” and would effectively be retiring from public life when the law reform takes effect.

Harper’s Law is one of the latest measures under the Police, Crime, Sentencing and Courts Act, that also makes rare whole-life Orders the starting point in premeditated murder child.
