Richard Ratcliffe is the husband of an Iranian-Iranian woman who was held in Iran. He today celebrated a “breakthrough” when an Iranian delegation met UK officials in London.

Nazanin Zaghari Rathcliffe’s husband has expressed gratitude for the ‘breakthrough’ that was made today when Iran’s deputy Foreign Minister met British officials in London.

However, Richard Ratcliffe questioned why the UK is refusing to pay a £400million debt it owes Tehran over tanks ordered before the 1979 revolution.  

Mrs Zaghari-Ratcliffe, who is living with her parents in Tehran, was jailed for five years in 2016 on trumped-up charges of plotting to overthrow the Iranian government. The 43-year old charity worker was also charged with propagandism after her release. Alle allegations against her are strong denied. 

Iranian authorities told her she was in jail because of Britain’s failure to make its payments. A 2008 international arbitration decision ruled that Britain owes Iran its debt. However, London failed to pay the debt and talks between the two countries broke down in the summer. 

Ali Bagheri Kani, the Iranian deputy foreign minister, has come to the UK to meet Foreign Office officials to discuss a range of issues including the terms for the American return to the nuclear agreement abandoned by Donald Trump in 2018. Following the meeting with Mr Ratcliffe, James Cleverly will visit him at Foreign Office.

Mr Ratcliffe is on his nineteenth day on hunger strike outside the Foreign Office  in an attempt to persuade it to pay the debt. He also protests The Government handled the case well, while earlier criticizing the Prime Minister’s ‘cold decision to permit the regime to continue ‘arbitrarily detaining’ UK citizens.

He pointed out that the Iranian regime rejected his wife’s appeal against the sentence and suggested that the Iranians “aren’t convinced” and are ready to show their claws.   

Jeremy Hunt also called on the UK to settle its £400million debt to Iran in order to secure Mrs Zaghari-Ratcliffe’s release. Former Foreign Secretary called Iran “an absolutely despicable dictatorship that supports terrorism throughout the Middle East”. However, Jeremy Hunt said Iran had ‘linked’ her case to the PS400million debt and stated that it was only practicalities, rather than principles, which prevented the repayment. 

Radio 4 Today’s Mr Ratcliffe stated that his case was linked to the larger manoeuvres. Although we are part of the bargaining chips about the debt, it is only one piece in a larger story about Iran’s end-of-sanctions and how everyone wants to revive the Iran nuclear agreement. This has many moving parts, and it is becoming more complex.

He said, “The Prime Minster back when he used to be Foreign Secretary had promised that he would pay it.” When we first met him, he was also keen to get Nazanin back and stated that we would leave no stone unturned. 

“I have had direct conversations with the Foreign Secretary and received letters from the Defense Secretary. So there’s a bit of head scratching about why it hasn’t been solved.” We reached out to Liz Truss as Foreign Secretary but she refused to answer. 

“My concern is that Iran will not be persuaded, and they are ready to use their claws. Looking for some sort of breakthrough. A hunger strike is intended to bring about change and help move the country forward.  

Before Thursday’s meeting, the Foreign Office spokesperson stated: “We will urge Iran that they take advantage of this opportunity to rapidly conclude the Joint Comprehensive Plan of Action [JCPoA] deal at the table.” 

“We will use this occasion to press again for the immediate release our unfairly detained British citizens.”

Why was Nazanin Zighari-Ratcliffe in jail?

Mrs Zaghari-Ratcliffe was taking her daughter Gabriella to see her family in Tehran in 2016 when she was arrested and sentenced to five years in prison on charges of plotting to overthrow the government.

Four years she spent in Evin Prison. The last year of her house arrest sentence was the end of her sentence. However, after being released this year, she was found guilty of “spreading propaganda to the regime”.

Mrs Zaghari-Ratcliffe and her family were told by Iranian authorities she is being detained because of the UK’s failure to pay an outstanding £400million debt to Iran.

One of many Iranians with dual-British or British nationality is her.

Richard Ratcliffe was her husband. Tulip siddiq is their local MP. Amnesty International has been fighting for her release since several years. 

How does it relate to the debt?

Before the revolution of 1979, Iran and Britain had good relations. London offered support to Tehran for oil concessions.

Despite the fact that the relationship could sometimes be strained (e.g. the 1953 CIA coup against Mohammad Mosaddegh, who had nationalized the oil industries), the Shah was still considered an ally. The Shah is also suitable for arm sales. 

From 1971 to 1976, the Shah was faced with the rise of Arab nationalists in Iraq and elsewhere  and ordered 1,500 Chieftain battle tanks and 250 repair vehicles from the UK. The total cost £650million, and the Shah paid it upfront rather than on delivery.

The UK delivered 185 tanks before the revolution, when the Shah fled the country and Ayatollah Khomeini established his theocratic state.

Britain ended all diplomatic relations with Iran and refused to ship the Iranian tanks it had purchased. Britain refused to return the money requested by Iran. 

A legal battle lasting 40 years then ensued, leading to a decision in 2008 that Britain should repay the money. However, London failed to pay it back and talks between the two countries ended in the summer. 

Hence, why haven’t they paid the money? 

International Military Services Ltd., the Iranian state-owned firm, made the agreement. The British Treasury also agreed to hold the balance at the High Courts starting in 2002.

However, the money It was never sent to Tehran and is now a trust independent in the UK.

The UK is subject to international sanctions regarding Iran. Though some of these were lifted by Barack Obama’s nuclear deal, sending money to Tehran would be a breach of the united front shown by global powers including France, Germany and Russia.

The UK may find it easier to pay the debt if they continue to negotiate with Iran on terms of America’s nuclear agreement.

Sky News was told by Mr Ratcliffe that his demands included the UK paying Iran money.

He said, “I believe that the UK ought to repay its debt” “We have lost five and a half years of unpaid debt. Other people have taken our money since.”

He said that the UK should also be more aggressive in its treatment of Iranian citizens being held prisoner by Britain. 

It is, Mr Hunt stated. It was difficult for Iran to send the money due to existing sanctions.

Today was told by the former Foreign Secretary: “We have agreements with all kinds of countries around the globe, some more nice than others, but we pay our debts.”

“If it was ransom money, I would say we shouldn’t pay it. Richard has heard me tell Richard that, no matter how painful, as you encourage hostage-taking. 

“But, this isn’t ransom money. This is a default. This has been confirmed by an international court. It was confirmed by Defence Secretary. The Defence Secretary has said that we must pay it as it is an irritation to our relations.

He added: ‘There are practical issues with sanctions, but those are things that you can sometimes get around, if you, for example, gave £400million worth of medicines or something like that.

“There are political considerations as well, like you might expect, from people such as the United States. But, given the fact that Obama paid America’s Iranian debts in the exact same circumstances, it seems unlikely that we’d have the same objections from Biden that we may have from Trump.” 

Ratcliffe stated that his rejection of the appeal by his wife was an indication from Iran that they aren’t ready to wait and will take whatever action is necessary.

“Is this going be a wake up call for the government? He suggested that maybe, perhaps not. 

‘One of my problems with this government is that it does not deal with problems until crises become crisis. Iran threatens a crisis. We hope that the Government will consider this serious.

He said on Monday that he was feeling and looking more rough than usual. Although I’m not hungry, I feel colder. This is a temporary tactic. The risk of falling into a coma is too high.

He stated that his body will be the one to decide when to end his hunger strike.

He said, “At this stage I will need to start listening and paying attention to my body.” I spent most days sitting down over the weekend. It was really hard to charge the batteries. The problem with hunger strikes is that you are more likely to be stubborn, and less flexible when you let things go.

Ben Wallace, the Defence Secretary, stated earlier in this year that it was right that we should honor that debt. According to him, Times Radio spoke about the situation and said: “What we have clearly stated is that we follow law and the rule law…we should honor that debt and find ways to return Iran to it.” 

“Ofcourse, Iran has obviously indulged hostage-taking diplomacy avec a number of nations, including the United Kingdom. This makes life difficult for many.

There are also sanctions. These sanctions can be regulated by law. It would be unreasonable to expect me to violate sanctions to resolve this issue. 

“We need to figure out a way that we can legally keep our debts in good standing, but still comply with the sanctions. This is something I really believe in.

Mr Ratcliffe said: ‘I think that the UK should repay the debt – that’s why Nazanin was taken. Unpaid debt is what has caused us to lose five and a half years, while others have been taken.

He said that the UK should also be more aggressive in its treatment of Iranian citizens being held prisoner by Britain.

He stated that Iran must be harder on hostage-taking. For example, Iran’s vice president has been hosted in Glasgow this week and is being wined-and-dined. It should be challenged that Iran’s state continues to operate as usual after UK citizens are taken hostage.

He said, “I don’t believe that the Government’s approach to hostage taking is effective. Five-and-a half years show that.”

Presenter Victoria Coren Mitchell stood outside the Foreign Office Monday supporting Ratcliffe during his strike.

She declared that we cannot ignore it and called Mr Ratcliffe a hero.

She’s not alone, other hostages are also there. Gabriella is the perfect, beautiful child. I am familiar with her family. However, she still needs her mom.

Nazanin is an innocent woman and needs to be reunited with her family.

April 3, 2016 Following a trip to Iran to show her daughter Gabriella, the mother-of-1 is taken into custody by Imam Khomeini’s Iranian Revolutionary Guard.

July 12, 2016, Richard Ratcliffe (her husband) delivers letters from Downing Street to David Cameron and Theresa May for his 100th day in prison. He said it was ‘astonishing that’ no British minister had publicly condemned Tehran’s arresting of Mrs ZaghariRatcliffe.

August 9, 2016 In a telephone conversation with Hassan Rouhani, the president of Iran’s Republic, Mrs May raised concerns about Mrs Zaghari Ratcliffe as the new prime minister.

September 9, 2016 According to Mr Ratcliffe, his wife was sentenced to five years in prison for a number of unspecified national security-related offences. He describes it as “a punishment without a criminal offense”.

November 13, 2016, Mrs Zaghari Ratcliffe goes on a hunger strike for five days. Her family is worried about her health and she decides to end it.

February 2, 2017Ratcliffe believes Mrs May’s ministers and could have stood for Nazanin in public more and should have demanded her release. Ratcliffe stated that Mrs May raised these concerns in September. How did September turn out? There was nothing.

April 24, 2017Mrs Zaghari Ratcliffe’s family claims that she lost her final appeal against her sentence.

November 6, 2017, Boris Johnson made remarks that could lead to Mrs Zaghari Racliffe being further imprisoned. The previous week, Boris Johnson stated to a parliamentary panel that Mrs Zaghari Rahili was in Tehran at the time she was arrested in 2016. A few days later she was summoned to an undisclosed court hearing where her comments by the foreign secretary were used as evidence that she had been involved in propaganda against regime.

November 7, 2017, In a telephone conversation, Mr Johnson informed his Iranian counterpart that his remarks to the Commons committee constituted ‘no valid basis’ for legal action against Mrs Zaghari Rahcliffe. According to a spokesperson for the Foreign Office, Johnson has now admitted that he could have made it clearer when he said that Mrs Zaghari-Ratcliffe had been working as a journalist in Iran during her arrest. 

November 12, 2017, According to Mr Ratcliffe, his wife was diagnosed with breast lumps by a specialist and has been treated for anxiety.

November 15, 2017 According to Mr Ratcliffe, a one-hour meeting with Mr Johnson was ‘positively and constructive.

December 12, 2017 Johnson stated that he spoke openly with his Iranian counterpart about the matter of Mrs Zaghari Ratcliffe during Tehran talks.

After December 2017, Ratcliffe stated that he believed there was a “still a possibility” his wife would be freed in time to enjoy a Christmas dream together.

December 28, 2017 Ratcliffe said that he was still in uncertainty while awaiting news on his wife’s fate, but has not lost heart and described the situation as “a lot more optimistic” than last year.

April 14, 2018 Hamid Baeidinejad (Iran ambassador to the UK) says that the Iranian government will do everything possible to ensure Mrs Zaghari Ratcliffe’s freedom. He said the process of obtaining her release was complicated but assured his countrymen that they are doing their best.

May 21, 2018, According to Mr Ratcliffe, his wife was told by the court that she should expect another conviction after the appearance in court for a new “invented” charge.

August 3, 2018 After meeting with Mr Ratcliffe and Jeremy Hunt, the new foreign secretary vowed to do everything in his power to get Mrs Zaghari Ratcliffe released.

August 21, 2018 Mr Hunt said that he was considering Mrs Zaghari Ratcliffe’s request to give her diplomatic protection.

August 23, 2018 Three days of temporary release is granted to Mrs Zaghari Ratcliffe from jail. Her husband comments that it is like home is just one step away. Three days later, she returns to prison.

26 September 2018 Ms May and Mr Hunt increase pressure on Iran during negotiations in New York. Hassan Rouhani, Iranian President, is told by the PM that she has serious concerns about Mrs Zaghari Ratcliffe being held in jail.

26/12/2018 Mrs Zaghari Ratcliffe celebrates 40 years in prison She marks her 1000th day in prison three days later.

January 14, 2019, To protest her jail treatment, she starts a hunger strike. Three days later, she ends the hunger strike.

January 24, 2019 Javad Zarif (Iran’s foreign minister) suggests that Mrs Zaghari Rathcliffe might be allowed to return home in exchange for an Iranian female held in Australia in response to a US extradition request. He later backed down from these comments.

June 15 2019: Another hunger strike is started by Mrs Zaghari Ratcliffe, and this one will last for 15 days. Her husband strikes in solidarity with her, striking at the Iranian Embassy in London.

June 24 2019: Johnson is elected Prime Minister after Mr Johnson was criticized for remarks he made in 2017 about Mrs Zaghari Ratcliffe’s matter. Dominic Raab will replace Mr Hunt as Foreign Secretary.

September 23, 2019 According to Mr Ratcliffe, Johnson could make amends for the failures in his wife’s case. He would tell Iran’s President “enough is enough” and secure her release.

October 10, 2019 Gabriella, Gabriella’s little girl, has returned home to the UK, after spending more than three decades in the Middle East. Gabriella, now five, has been staying with her grandparents in Tehran ever since her mother’s arrest. Her father said that it had been an exhausting journey, filled with many bumps and turns until she finally got home.

December 18, 2019 Gabriella joins Mr Ratcliffe in singing Christmas carols outside Downing Street. He asked the Prime Minister to take full responsibility for Nazanin and to do all that is possible to bring her home.

February 3, 2020 Iran’s military chief General Quassem Solimani is killed in an air attack by the United States. Ratcliffe, who says that he worries about his wife, tells ITV’s Good Morning Britain, “I am worried about what it means for Nazanin and partly concerned for what it means for my inlaws. I was in their normal living room in Tehran, where all of them are really worried.”

February 10, 2020 According to Mr Ratcliffe, Mrs Zaghari Ratcliffe stays one night at a clinic following suffering panic attacks due to Tehran tensions.

February 23, 2020 Richard Ratcliffe with Gabriella, their 5-year-old daughter, met the Prime Minister at Downing Street. But Mr Ratcliffe said there had been no breakthrough.

According to him, reporters should not assume that Nazanin will come out in the next few days.

February 23, 2020Jacob Rees Mogg is the Commons Leader and tells the House, ‘It’s a concern that the coronavirus has rumoured (but I emphasize rumoured but not confirmed) to be in Evin Prison where Mrs Zaghari Ratcliffe’s is.

February 29, 2020 Ratcliffe claims that his wife may have contracted coronavirus from prison. He expresses concern over the jail’s failure to test him.

March 3 2020 Tulip Siddiq is the Labour MP for the couple and believes Mrs Zaghari–Ratcliffe might be released temporarily from jail because of Iran’s Covid-19 outbreak.

Tweeted her: “News from Iranian Embassy that Nazanin Zaghari Rahcliffe might be freed today or tomorrow.

“If true, Nazanin would be happy to leave Evin prison, but it’s been here before.”

March 17, 2020Mrs Zaghari Ratcliffe was temporarily released from jail According to her, she’s ‘happy’ to get out, even with the ankle tags. She can’t travel further than 300m from her home.

March 28, 2020 Mrs Zaghari Ratcliffe has received a protracted prison release extension through April 18, and Mr Ratcliffe reports that the file of his wife was submitted to the Iranian prosecutor General for consideration in clemency.

April 21, 2020 Following a delay, Mrs Zaghari Ratcliffe’s release from prison is again extended for approximately one month. Speaking on BBC Radio 5 Live Mr Ratcliffe revealed that relatives can talk by video call for approximately four to five hours per day.

February 20, 2020 Ratcliffe said that his wife’s freedom has been extended indefinitely, until a decision is made on her clemency. Ratcliffe describes this news as “a significant step forward.” He said that the news was a “real step forwards” and she doesn’t believe it can be guaranteed in one direction. However, let’s take a moment to enjoy it.

25 May 2020 Ratcliffe believes the family is on the “cusp” of good news and that they could learn about her clemency decision the next day. 

April 24, 2020Lawyers representing Mrs Zaghari–Ratcliffe request a meeting with Defence Secretary Ben Wallace and ask for the British government to confront Iran about its “abusive treatment”.
